Carla J. Hostetter is the Director of OHA’s Office of Strategic Management (Ke Kumu ʻAha). Before taking on this role in 2020, she served OHA since 2014 through her work in the Research Division. Her current responsibilities include oversight of the implementation of OHA’s Strategic Plan, Mana i Mauli Ola (Strength to Wellbeing), and driving fact-based systems change. She and her team conduct needs assessments, lead strategy development, ensure that all OHA activities are in strategic alignment, provide project and portfolio management support to the agency, and evaluate OHA’s impact on the conditions of Native Hawaiians.

She brings to OHA over 16 years of experience serving Native Hawaiian communities through applied research and evaluation, including serving for 9 years as Keiki O Ka ʻĀina’s Research and Evaluation Director. Her educational background includes a Bachelor’s degree with a triple major in Anthropology, Sociology, and Art History, a Master’s Degree in Pacific Island Art History.
