  • Holidays: OHA observes 13 paid holidays per year and 14 during an election year
  • Vacation: You may earn 14 hours/month for a total of 21 days/year and may accumulate up to a maximum of 90 days.
  • Sick Leave: You may earn 14 hours/month for a total of 21 days/year with unlimited accumulation. Unused sick leave may increase your retirement benefits.
  • Other Leaves: Time off with pay may be provided for jury or witness duty, death in the family, military duty, and Blood Bank donation.
  • Health Care Insurance: A wide range of health care plans is offered to eligible employees and their families. The State pays for part of the premiums for these plans, which include Medical, Prescription Drug, Vision, and Dental. There is no waiting period for your initial enrollment which means immediate coverage.
  • Premium Conversion Plan: Participating employees can increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.
  • Deferred Compensation Plan: Participating employees may decrease their taxable income by deferring an amount from their gross salary into this plan before payroll taxes are withheld.
  • Retirement Plan: Generally, all employees hired after June 30, 2012 are required to enroll in the Hybrid Plan. Employees with at least 10 years of service and who have reached 65 years of age, or have 30 years of service and are 60 years old, may retire and receive benefits.
  • Life Insurance: Term life insurance coverage is available to eligible employees at no cost. The State pays the full monthly premium for this benefit.

BOARD OF TRUSTEES CHIEF OF STAFF

$138,696 to $170,304 per year. Starting salary may be between the minimum and maximum salary range provided, based on qualifications.

The Chief of Staff serves as the Board Chair’s chief policy advisor. This position is responsible for the Chair’s office. It also manages and directs all operations and staff of the Chair’s Oʻahu and district office(s), while coordinating the Chair’s activities with other Trustee office(s). The Chief of Staff reports directly to the Chair of the Board of Trustees (BOT).

This position is tasked with the following responsibilities:
1. Assisting the Chair in managing the daily productivity of the BOT and the staff of each Trustee.
2. Addressing the confidential needs of the Chair.
3. Overseeing the staff of the Chair’s office.
4. Coordinating daily BOT staff functions and operations.
5. Acting as a liaison between the Chair/BOT and the Chief Executive Officer (Ka Pouhana), OHA executive team, administrative staff, legislative staff, government agencies, and community leaders as directed.

This role carries significant authority to ensure the efficient and professional operation of the Chair’s office and staff, requiring poise and administrative expertise.

ESSENTIAL FUNCTIONS & RESPONSIBILITIES

A. Administrative Responsibilities

1. Plan and manage the daily operations of the Chair’s office and staff.

2. Assist the Chair in reviewing BOT policies, rules, strategies, and procedures; provide analysis and recommendations to Trustees, BOT staff, and Administration.

3. Identify opportunities to enhance BOT operations, governance, long-term planning, and issue resolution, and recommend both immediate and long-term actions.

4. Oversee BOT and Committee meetings, ensuring compliance with legal requirements, including filing agendas, recording and distributing minutes, processing testimony and reports, and fulfilling related requests.

5. Review and route correspondence to and from the Chair, assisting with research, responses, and follow-up.

6. Analyze reports and studies submitted to the Chair, BOT, and/or Administration.

7. Represent the Chair or BOT at conferences, conventions, meetings, and hearings, as requested.

8. Track and inform the Chair of administrative actions and BOT decisions.

9. Assist BOT and Committee Chairs with agenda development, BOT item reviews, and follow-up on action items from meetings.

10. Ensure BOT governance reports are provided on schedule, overseeing development and distribution.

11. Monitor BOT compliance with legal guidelines and governance best practices in consultation with BOT Counsel and OHA’s Corporate Counsel.

12. Supervise logistics for BOT events, including Investiture, State of OHA addresses, and community information sessions.

13. Develop and coordinate onboarding for newly elected or selected Trustees, ensuring a comprehensive onboarding plan is ready for execution immediately post-election or selection.

14. Coordinates the development of the BOT’s annual budget by collaborating with the Chair, Trustees, and key staff to identify priorities, align funding with strategic objectives, and ensure fiscal responsibility.

15. Assists with developing contracts for the BOT by drafting and refining contract terms, scope of work, deliverables, and performance metrics to ensure clarity and alignment with the BOT’s objectives. Collaborates with legal, administrative, and program teams to address compliance requirements, mitigate risk, and secure the necessary approvals for execution.

16. Perform other duties as assigned by the Chair.

B. Operational Responsibilities

1. Direct, coordinate, and evaluate activities of the Chair’s office and assigned personnel (e.g., Private Secretary to the BOT Chair, Trustee Secretary, and Trustee Aide).

2. Ensure efficiency, productivity, and professionalism among the Chair’s staff.

3. Coordinate activities across BOT staff to ensure smooth operations.

4. Consult BOT Counsel or OHA Corporate Counsel on BOT Executive Session agenda items.

5. Oversee the preparation and confidentiality of BOT Executive Session minutes.

6. Conduct regular meetings with Chair’s staff and assist in the beginning of the year goal setting, mid-year and annual performance evaluations.

7. Draft speeches for the Chair in collaboration with OHA Communications and Administration teams, and supervise speechwriting for other Trustees representing OHA or the BOT Chair at public events.

8. Monitors the implementation of the approved BOT annual budget, ensuring compliance with organizational policies and addressing any adjustments needed throughout the fiscal year.

9. Monitors compliance with contracts by reviewing terms and deliverables, ensuring that all contractual obligations are met and align with organizational policies and objectives. Review contractor invoices for accuracy and completeness before payment, verifying that services rendered align with contract specifications. Ensures fiscal compliance by adhering to budgetary constraints, regulatory requirements, and establishing financial protocols.

MINIMUM QUALIFICATIONS

Education, Training and/or Experience

1. Graduation from an accredited four (4) year college or university with a bachelor’s degree in public administration, political science, business, or a related field. Advanced academic or professional degrees, such as a Juris Doctorate in Native Hawaiian Law preferred.

2. Basic knowledge of the Hawaiian language (ʻŌlelo Hawaiʻi). Fluency preferred.

3. Familiarity with the four major elements of the Kumu Honua Mauli Ola framework.

4. Ten (10) years of relevant experience demonstrating the required knowledge, skills, and abilities. Five (5) years of experience in a similar position in public administration or a community-serving organization preferred.

COMMERCIAL PROPERTY AGENT

$61,728 to $75,792 per year. Starting salary may be between the minimum and maximum salary range provided, based on qualifications.

The Commercial Property Agent is responsible for managing and developing OHA’s investment lands, real estate holdings, corporate offices and facilities (“Commercial Properties”), and for overseeing the acquisition of commercial properties. The Commercial Property Agent also assists the Integrated Assets Manager with management of investment lands and real estate holdings, and with the planning and development of Commercial Property.

ESSENTIAL FUNCTIONS & RESPONSIBILITIES

1. Commercial Property Management

a. Responsible for ongoing management of Commercial Properties in coordination with the Integrated Assets Manager and other Program staff. Serves as the first point-of-contact in dealing with third party property managers, leasing agents, contractors, and other parties to ensure efficient and productive operations and management of OHA’s Commercial Properties.

b. In collaboration with the Integrated Assets Manager, other Program staff and legal counsel, leads in the negotiation, drafting, execution and implementation of leases, easements, licenses, rights of entry, permits, addenda, and other agreements relating to OHA Commercial Properties.

c. Reviews terms and conditions of existing leases for compliance with established procedures and guidelines. Ensures that leases, easements, licenses, permits, rights of entry and other agreements are current and updated on a timely basis.

d. On a regular basis, makes visual inspections of premises and facilities to determine repair, maintenance and/or replacement needs, compliance with terms and conditions of lease and other agreements. Recommends budgetary adjustments to fund the cost of repairs and maintenance activities.

e. Regularly evaluates operation of OHA’s Commercial Properties, identifies and minimizes risk, addresses issues and implements remedial actions when appropriate. In coordination with the integrated Assets Manager and other Program staff, develops procedures, work methods, and techniques to ensure that OHA’s Commercial Properties are properly managed and produce maximum returns on investment.

f. Oversees the work of the property management contractors, including allocation of building space, leasing, marketing and the acquisition and maintenance of furniture, machinery and equipment.

2. Operations

b. Assists Integrated Assets Manager in analyzing information and documents pertinent to proposed transactions, evaluating proposals, and preparing reports of proposed transactions for submission to Land Division Director, CFO, COO and CEO.

c. Assists Integrated Assets Manager and other Program staff in implementing decisions regarding the acquisition or sale of OHA’s Commercial Properties. Works cooperatively with legal counsel, consultants and other OHA staff to negotiate, document and close transactions.

4. Commercial Property Development

a. Assists Integrated Assets Manager and other Program staff with ongoing planning and development of OHA’s Commercial Properties.

b. Assists Integrated Assets Manager and other Program staff with the implementation of approved development plans, working with program staff, legal counsel, other OHA staff, developers, contractors and vendors in the negotiation, drafting, execution and implementation of development plans including financing.

c. Reviews terms and conditions of existing leases for compliance with established procedures and guidelines. Ensures that all related contracts and agreements are monitored and updated as necessary.

d. Assists Integrated Assets Manager with the master planning and development process including working with the community, developers, contractors, marketing consultants and regulators to ensure compliance with all applicable procedures, guidelines and regulations.

c. Develops, evaluates, implements, maintains, reviews, and documents standards, service level agreements, and policies and procedures for information technology and services.

2. Projects and Operations

a. IT Infrastructure, Network Engineering and Security

i. Develops long-term technology plan and provides recommendations to the COO that takes into account OHA’s Strategic Plan and Operational Plan implementation requirements, internal and external technology trends, and OHA’s future needs.

ii. Assesses, develops, proposes, and implements enterprise-wide information technology standards; develops, proposes, and implements enterprise-level advisory, review, and/or executive-level review processes for approval of technology projects, and ensures compliance. Recommends, reviews, implements, and maintains IT service delivery standards, policies, and procedures.

iii. Reviews all computer-related purchases and other proposals related to information technology. This includes reviewing contracts to ensure compliance with IT standards as well as gathering third-party non-disclosure agreements. Collaborates with Administrative Services personnel to develop and monitor IT budgets (short-term, long-term, work plans) and related expenditures. Prepares and evaluates RFPs related to information technology.

iv. Conducts business analyses and develops and/or procures off-the-shelf products and/or customized applications that achieve agreed upon business objectives. Provides technical assistance, training, and follow-up support services to ensure successful implementation.

v. Researches and evaluates new technologies, methods, products, and performance tools; provides analyses and recommendations to the COO.

vi. Designs, builds and maintains network infrastructure including wiring, network interfaces, and connectivity devices (routers and switches). Implements new connectivity technologies (wireless, Bluetooth, etc.). Ensures network integration and connectivity to other LAN and mainframe systems, as well as design, implementation, and maintenance.

vii. Plans, evaluates and implements changes and improvements to the information network to ensure reliable and consistent service. This includes the continued update of internal or external datacenter and network diagrams, flowcharts, ports, metrics, scorecards, and maintenance logs as well as updating lists of system architectures/infrastructures, application servers, databases and interconnections (data sharing) with other systems. Works with vendor representatives to determine causes of system failures, resolve performance issues, and arrange for preventative maintenance and other required services.

viii. Responsible for developing ongoing programs to troubleshoot, configure, repair, and maintain computers, servers, and miscellaneous computing devices.

ix. Develops and maintains security systems and procedures to safeguard intellectual and physical property as well as the OHA network. This includes but is not limited to working with OHA data owners, appropriate Administrative Services personnel, remote access users and/or third parties through the performance of the following tasks (supporting documentation should be maintained for review, where applicable):

• Security updates, including applying and tracking all patches

i. Consults with all internal stakeholders to develop and implement Service Level Agreements for major projects based upon specific business needs. Collaborates with users and teams to develop and implement operations, security, and communications systems to address business needs.

iii. Represents the organization on information technology-related meetings.

The Director, Resources Management – Land Division (“Director”) is responsible for the planning, development, and overall management and stewardship of OHA’s Investment, Corporate, Programmatic, and Legacy Lands. a. Land Asset Management and Systems

Works closely with COO and CEO to ensure that real estate strategies, asset allocation, financing, and plans for OHA’s real estate portfolio are consistent with OHA’s Strategic Plan and policies adopted by the Board.

ii. Ensures that land investment and commercial real estate performance are consistent with current best practices and applicable benchmarks. Ensures that Division budgets demonstrate fiscal restraint, and are formulated and executed properly.

iii. Primarily responsible for developing standards, guidelines and procedures for: (1) the proper conservation, preservation, enhancement and use of Legacy Lands; and (2) use of Programmatic Lands. Ensures that standards, guidelines and procedures are consistent with federal, state and county laws, as well as restricted uses of such lands.

iv. Ensures development and maintenance of comprehensive land asset management systems.

v. Works with COO, CEO, General Counsel, and CFO to ensure retention of outside consultants and contractors in accordance with OHA’s procurement procedures. Oversees work of outside consultants and contractors to ensure compliance with the terms of the applicable contracts.

vi. Also works with COO, CEO, General Counsel, and CFO on the leasing of any Investment, Corporate, Programmatic, and Legacy Lands.

i. Directly manages the Integrated Assets Manager and provides oversight of all day-to-day operations including: planning, development, management, acquisition and disposition of land and commercial Division.

Supervises the activities of the Division to ensure that the Integrated Asset Manager and staff comply with the values, principles, ethical standards, and performance standards set forth by the Board of Trustees and/or the CEO while performing their duties. iii. Ensures the Integrated Asset Manager have resources necessary to complete assignments.

The Grants Officer works under the direction of the Grants Supervisor and is responsible for developing and administering the OHA Grants Program and acts as the lead for all grants programs.

ESSENTIAL FUNCTIONS & RESPONSIBILITIES

1. Grants Program

a. Plans: Drafts and posts Requests for Information, Solicitations and/or Requests for Proposals. Develops project service specifications and performance measures to align with OHA strategic plan. Conducts workshops, and develops application and review processes.

OPERATIONS MANAGER

The Operations Manager oversees and is responsible for knowing, understanding, applying, analyzing, evaluating and creating the functions of the Operations Office, including the day-to-day operational activities of the Office of Hawaiian Affairs (“OHA”) work site(s), with the safety and security of the OHA employees, facilities and visitors, including beneficiaries, to the OHA work site(s) space(s), a primary objective. ESSENTIAL FUNCTIONS & RESPONSIBILITIES

1. Facilities Management

a. Plans, organizes and directs the maintenance and repair of all of OHA’s offices, equipment and grounds statewide, and works with each of OHA’s programs to ensure a safe and suitable work environment.

b. Works with Resource Management – Financial Assets Division to ensure the OHA’s compliance with DAGS Inventory requirements for all State property.

c. Ensures compliance with the State Procurement Office guidelines.

d. Develops long and short-term maintenance plans and programs to ensure buildings, automobiles and equipment are in operational order.

e. Ensures preventive maintenance and repair of building, automobiles and equipment assets are conducted as scheduled (annually/monthly/etc.).

f. Periodically travels to OHA’s neighbor Island offices to inspect tenant spaces, conduct vendor and contract oversight and to assist in facilities related projects.

g. Oversees the scheduling and coordination of repair/maintenance work for facilities as required.

h. Develops short, mid- and long-term plans in support of statewide tenant and OHA facility moves, as needed.

i. Oversees the regular property inspections and follow-up on necessary preventive maintenance works.

2. Management of Building Assets

a. Coordinates with the Land Director to provide support in the development of property acquisition and management policies. Ensures the building assets’ work plans and activities are consistent with policies regarding the acquisition, development and management of buildings.

b. As directed by the Chief Operating Officer (COO) and guided by the Director, Land Division, supports the performance of due diligence on proposed property acquisitions. Works closely with Director, Land Division and staff to support the preparation of reports analyzing proposed building acquisitions and sales and evaluating proposals in relation to OHA’s land policies and strategic objectives.

c. Support the ongoing management of building assets and properties being used by OHA, or leased by OHA to third parties, for programs that provide services to Hawaiians (“programmatic lands”). Ensures staff enforces standards guidelines and procedures established by OHA for use of programmatic lands and property specifically with building assets.
d. Coordinates with the Land Director to provide support in negotiating, preparing and executing leases, licenses and other agreements involving OHA properties specifically with building assets within the public land trust. Ensures that staff properly administers and enforces leases, license and other agreements, including timely collection of any income or proceeds from such properties.

3. Safety and Security

a. Formulates policies, processes, procedures, guidelines, standards, templates and tools related to operations and facilities management, including emergency and evacuation procedures as part of safety and security measures for all OHA facilities and work site(s).

b. Oversees, monitors and executes all safety and security functions for the OHA’s facilities as part of facilities management responsibilities.

c. Conducts regular safety and security audits and drills.

d. Reports and addresses any and all safety compliance deficiencies to the Chief Operating Officer (“COO”).

4. Operations

a. Responsible for budgeting and managing the monthly, annual and biennium resources of the unit.

b. Monitors and manages expenditures within budget allocations.

c. Oversees and manages the vehicle fleet, coordinates with Corporate Counsel and Accounting to ensure proper registration and insurance coverages are maintained.

d. Oversees the procurement and inventory management of office, facilities, and operational supplies for all locations. Conducts regular inventory control audits.

e. Manages and coordinates event logistics for all OHA events (e.g., coordination with IT, hosting unit, set up, take down).

f. Oversees the parking function at Na Lama Kukui, including shuttle services, as needed.

5. Administrative Pool

a. Oversees and implements the policies, processes and procedures to implement administrative & clerical support, business travel services, unit fiscal processes and project, event coordination and support operational activities and needs of OHA.

b. Supervises the Operations Support Supervisor in scheduling of work assignments, setting priorities and directing the work of Operations Support Coordinator & Assistants, based upon their skills and abilities.

c. Evaluates and verifies performance of Operations Support Supervisor and the Operations Support Coordinator & Assistants through the review of completed work assignments, work techniques and feedback from internal and external stakeholders.

d. Ensures projects and assignments are completed accurately, thoroughly and in a timely manner.

6. Communications

a. Communicates frequently with third parties (e.g., property management, security, local law enforcement, contractors) as needed for safe, optimal facilities and work site(s).

b. Identifies, engages and maintains relationships with vendors, suppliers, and professionals skilled to consult with and/or provide specific services as requested/required for facilities and work site(s).

c. Coordinates and cascades communication from property management companies to internal OHA stakeholders.

d. Oversees the management of mail, courier and messenger functions.

7. Management

a. Makes hiring and other personnel recommendations for the Office to the COO.

b. POLICY AND RECORDS MANAGEMENT OFFICER

The Policy and Records Management Officer is responsible for arranging, describing, preserving and providing access to OHA records with long-term, historical value; recommends and performs records reformatting, indexing, and delivery solutions for permanent and inactive records; and maintains record keeping systems, including a database catalog, as well as provides reference services to OHA Divisions/Programs and the general public.

ESSENTIAL FUNCTIONS & RESPONSIBILITIES

1. Records Management

a. Manages the OHA physical archives at on-site and off-site locations and the OHA library. Assists the General Counsel’s office with the coordination of electronic records management.

b. Manages sensitive information, the content of which frequently pertains to public information. In addition to physical documentation, this also includes, but is not limited to:

• Board and committee meeting minutes, including the timely acquisition of original documentation and review of postings to the OHA website.
• Uniform Information Practices Act (UIPA) requests, tracking and responses, reporting record retention information to the OIP via web site, and other administrative actions.
• Hawaii State Act 10 statute compliance, monitoring, reporting and assisting management in the event of a security breach, and other administrative actions.

c. Applies appropriate judgment, discretion, and adherence to a professional code of ethics e.g., Society of American Archivists (SAA) and Association of Records Managers and Administrators (ARMA), Hawaii state statutes, such as HRS Section 92F, HRS Chapter 487J, 487N, and 487R, in all information managed.

d. Assists the General Counsel’s office with designing, researching, documenting, updating, maintaining and ensuring compliance with OHA’s records retention schedule. This includes, but is not limited to, audit compliance, federal and state compliance, and other managerial and administrative actions. Cross references records and their associated retention period with state and federal statutes, and managerial and administrative actions.

e. Coordinates the implementation of records storage and indexing solutions. Participates in developing system work sites, electronic libraries, or other information access systems.

f. Performs, documents, updates, and maintains inventories of active and inactive record storage areas in a physical and electronic environment. This includes, but is not limited to, working with the General Counsel’s office on the definition of record types, metadata, listing of catalogs, and other components required to efficiently store, retrieve, and dispose / destroy records, both physically and electronically.

i. Regularly works with records custodians. Performs quality control and compliance reviews and provides formal findings, recommendations, or work- around solutions to the General Counsel office.

j. Works with program staff to coordinate the scheduling of physical and electronic records disposition; recommends active and inactive records storage periods in accordance with federal, state, local, and other statutes, including collaborating with appropriate internal or external parties.

k. Processes records according to archival principles and standards e.g., Dublin Core Metadata Initiative, Society of American Archivists (SAA) and creates finding aids and indexes for internal and external use.

l. Preserves records by identifying endangered materials and level of conservation work needed; provides basic repair and preventive preservation for paper records. Collaborates with internal and external parties to define the historical significance of records and other materials.

m. Assists the General Counsel’s office in designing and presenting training material for OHA Trustees and staff.

n. Coordinates participation in Library of Congress’ National Union Catalog of Manuscript Collections (NUCMUC), National Inventory of Documentary Sources (NIDS) and other shared national/international systems, as they become available.

o. Maintains archival collections management information, including up-to-date shelf list inventory, transfer, and disposal/destruction records. Maintains data in MARC-based database or equivalent, utilizing data for production of electronic finding aids.

p. Assists with researching, planning, developing, and implementing short and long-range goals for the archives and records center in coordination with each division and/or program and other internal and/or external parties. This includes compliance with OHA business and work plans.

q. Drafts policies and procedures related to records management for review by General Counsel and approval by the Chief Executive Officer.

r. Assists the General Counsel’s office with contributing data for the program budget, researches new purchases, and other costs, including involvement with procurement, purchasing, and payment processes.

2. Policy Framework

a. Maintains OHA’s Policy Framework, including policy inventory, electronic site, and documents; establishes formats and communicates reminders and updated renewal schedules, assists operating units with new policies working with assigned policy stewards.

3. Other Technical Duties

a. Provides reference services to internal and external audiences by providing access, interpreting finding aids, and providing instruction on the proper handling of materials appropriate to the individual researcher’s needs. MINIMUM QUALIFICATIONS

Education, Training and/or Experience

1. Graduation from an accredited college or university with a bachelor’s degree in political science, communications, business administration, social sciences or related field.

2. One and one-half (1-1/2) years of progressively responsible work experience in social or political advocacy and/or community activism; community, environmental or planning programs; and/or legislative affairs.

RESEARCH AND EVALUATION ANALYST

$71,232 to $87,480 per year. Starting salary may be between the minimum and maximum salary range provided, based on qualifications.

The Research and Evaluation Analyst conducts independent, specialized, and/or assigned research and evaluations on topics, including but not limited to the Office of Hawaiian Affair’s (OHA) Strategic Plan Foundations and Directions (e.g., education, health, housing, and economics). This position is expected to identify, recommend, and initiate and/or be assigned research or evaluation projects, develop work outlines within the parameters determined by the Director, Research and Evaluation Division (Director), complete necessary research, data collection and analysis, and develop comprehensive recommendations for assigned projects.

ESSENTIAL FUNCTIONS & RESPONSIBILITIES

1. Conducts research on OHA’s Strategic Plan, including education, health, housing, economy, and related fields, as directed.

2. Plans, designs, and conducts fact-finding and analysis in collaboration with the Director.

3. Assists program staff in developing or reframing research questions, developing and designing methods for the implementation of projects, as well as, providing assistance and content expertise in the development of surveys that focus on improving advocacy for beneficiaries.

4. Plans, designs, and executes OHA’s process evaluation projects in collaboration with the Director and all divisions and programs of OHA; develops, coordinates, and monitors related evaluation contracts and deliverables as needed.

5. Leads, plans, and performs process analysis and evaluation of established programs’ objectives, costs, and measures of effectiveness. Analyzes, interprets, and reports findings of the process evaluations; participates with the Director in identifying and reporting on pivot points or areas of opportunity for internal process change for maximum impact.

6. Plans, designs, and executes OHA’s impact evaluation projects in collaboration with the Director and all divisions and programs of OHA, analysis to evaluate the impact of OHA activities on the conditions of Native Hawaiians; develops, coordinates, and monitors related evaluation contracts and deliverables as needed.

7. Assists in the quality control vetting process for different types of analysis (e.g. inter-rater checking for qualitative analysis, independent source and data checking for quantitative analysis).

8. Prepares, compiles, extracts and analyzes data, and prepares reports, documents and bulletins on research findings as directed.

9. Provides research and data support to program staff in conducting program feasibility studies.

10. Develops and maintains statistics, addresses, and service provider databases needed for the efficient operation of OHA programs and activities.

11. Reviews Requests for Proposals (RFP) to secure research and data management resources under the direction of the Director.

12. Under the direction of the Director, prepares program documents, statistical publications, and reports.

13. Prepares presentations for the Director and/or the Chief Operating Officer as directed.

14. Prepares presentations for community partners (including but not limited to neighborhood groups, academics, and associations).

15. Participates, when assigned, in the design and implementation of program work plans, operational budgets, programs and policies as directed.

16. Establishes, maintains effective working relationships, and collaborations with OHA staff, Trustees, individuals, agency representatives, and community groups to support and facilitate research project partnerships or initiatives with an alignment to the OHA Strategic Plan as well as provide support and oversight on contract and RFP monitoring matters.

17. Fully supports in action, language, behavior and performance the priorities, decisions, and directives of the Director, Research and Evaluation Division, Chief Operating Officer (“COO”) and/or the Chief Executive Officer (“CEO”).

18. Regular attendance on a daily basis is required for this position.

SAFETY & FACILITIES OFFICER

$71,232 to $87,480 per year. Starting salary may be between the minimum and maximum salary range provided, based on qualifications.

The Safety & Facilities Officer ensures safety of OHA staff by ensuring compliance with OSHA and other safety standards, assessing and mitigating risks across the organization, developing and executing safety policies, procedures, and training programs for staff, and conducting regular safety-based inspections. The Safety & Facilities Officer is also responsible for coordinating the acquisition, planning, construction, and maintenance of office equipment (excluding computer equipment and devices), furniture, buildings, and other facilities. This position assists with budgeting and scheduling facility modifications, including estimates on equipment, labor materials, and other related costs. The Safety & Facilities Officer is often the first responder to requests from OHA staff.

ESSENTIAL FUNCTIONS & RESPONSIBILITIES

1. Safety

a. Ensures OHA compliance with OSHA and other regulatory requirements to protect staff and the organization.

b. Assesses and mitigates risks that may threaten or impact the health and safety of OHA employees across all areas of operation

c. Conducts and keeps records of regularly scheduled safety inspections of all OHA work sites, and makes determinations and recommendations on action plans to address deficiencies.

d. Investigates and documents accidents and safety-related staff complaints. Researches and develops safety policies and procedures that include Emergency Operating Procedures. Updates and revises procedures annually.

e. Collaborates across the organization to address emerging needs and to coordinate safety training for all staff. Develops a schedule for regular training.

f. Acts as OHA’s Emergency Operations Coordinator during times of emergencies, crises, etc.

2. Facilities Inspection and Maintenance

a. Responds to requests from internal staff for building space allocations, office relocation, modifications to facilities and/or maintenance, and other requests in a courteous, professional manner. Inspects facilities in response to such requests to determine the appropriate remedial actions to be taken and prepares recommendations for approval.

b. Coordinates with the Commercial Property Agent and other Program staff for minor construction modifications and repairs (no building permit required). Drafts and maintains schedules and serves as a lead for all parties involved (vendors, staff, etc.).

c. Coordinates with the Commercial Property Agent and other Program staff for regular inspections and maintenance of OHA’s facilities. Maintains OHA offices and works with others to ensure a safe and suitable work environment as directed.

3. Acquisition and Maintenance of Furniture, Machinery and Equipment

a. Oversees all office equipment and furniture (non-IT equipment) including the maintenance, repair, relocation, and acquisition of equipment and furniture. Works with Financial Services to maintain DAGS Inventory compliance for all State property and ensures compliance with the State Procurement Office guidelines.

b. Works with Commercial Property and other Program staff on office improvements, renovations, and relocation projects involving equipment, furniture, boxes, supplies, and inventories.

4. Administrative Support

a. Communicates frequently with other OHA departments regarding their facility’s needs in a courteous, professional manner. Communicates constantly with the Commercial Property Agent and other Program staff to assess facility needs and changes required to accommodate new OHA facilities or meet the needs of existing facilities.

b. Assists the Operations Manager and other Program staff with the preparation of OHA budgets, funding requests, contracts, purchase requisitions, and other documents used to fund and purchase all facilities-related goods and services.

c. Coordinates with the Commercial Property Agent and other Program staff to schedule and oversee the work of consultants, contractors, and vendors.

d. Assists with the monitoring of contracts, vendor agreements, and overall vendor/client relations.

5. Fully supports in action, language, behavior, and performance the priorities, decisions, and directives of the Operations Manager, Chief Operating Officer, and Chief Executive Officer.

6. Regular attendance on a daily basis is required for this position.

1. A bachelor’s degree in occupational health and safety, environmental science industrial hygiene, or related field.

2. Three (3) years of work experience in a safety-related role. Proficiency in safety auditing, inspection and identifying hazards. Versed in creating emergency response plans. Experience in using and maintaining safety equipment like fire extinguishers and eye protection.

3. Three (3) years of work experience that involved planning, organizing, and coordinating facilities and supply management activities.

• Additional education beyond a bachelor’s degree may be substituted for work experience on a year-for-year basis.

SENIOR SYSTEMS ENGINEER & ADMINISTRATOR

$81,096 to $99,600 per year. Starting salary may be between the minimum and maximum salary range provided, based on qualifications.

The Senior Systems Engineer & Administrator is responsible for managing and executing IT projects, optimizing and assisting with the management, maintenance, and development of infrastructure, network, hardware and software, operating systems, cybersecurity, third-party products, Enterprise Application Administration, troubleshooting, and operations/user support, at the complex level.

ESSENTIAL FUNCTIONS & RESPONSIBILITIES

1. Complex Information Systems Management
a. Assists in the development, testing, implementation, and maintenance of information services standards, policies and procedures. This includes, but is not limited to the following:

• Gathering IT-related end-user requests, suspected policy and security violations, or other issues identified by end-users
• Logging requests and/or issues, assigning the severity level of the issue
• Developing an approach to resolve the issue
• Testing the solution, if applicable resolving or assisting in resolving tasks and/or security issues
• Troubleshoot and resolve complex technical issues related to servers, networks, and applications that are escalated from the Systems Engineer & Administrator.
• Monitoring and tracking requests
• Closing requests after the solution is resolved or implemented and it is determined that requestor is satisfied
• Following up to ensure solutions were properly implemented
• Retaining and fi ling requests in an organized manner
• Assisting the IT Director with gathering, developing, testing, implementing, and maintaining the business continuation plan.
• Promoting the constant information protection awareness to all information system users. Awareness is promoted through regular contact with all computer users and enforcement of policies, procedures, and the responsible use of their computers.

b. Monitors server conditions to ensure that servers are operating at optimum levels, and to ensure the integrity of OHA information systems.

c. Plans, evaluates, and implements changes and improvements to the information network to ensure reliable and consistent service. This includes the continued update of internal or external data center and network diagrams, flowcharts, ports, metrics, scorecards, and maintenance logs as well as updating lists of system architectures/infrastructures (including wiring, network interfaces, and connectivity devices such as routers and switches), application servers, databases and interconnections (data sharing) with other systems.

d. Works with vendor representatives/engineers to determine causes of system failures, resolves performance issues, and arranges for preventative maintenance and other required services.

e. Assists the IT Director with back-ups and recoveries. Performs regularly scheduled restorations of media back-ups to test the capability of the restoration process. Restoration testing will be performed with live production backup data on the test systems in the test environment.

f. Evaluate applicable products and projects. Researches and evaluates new technologies, methods, products, and performance tools.

g. Collaborates with user departments and teams to develop and implement automated operations, security, and communication; network design and management; custom application analysis, design, and development; and network integration and connectivity to other LAN and mainframe systems. Maintains the list of applications and information owners.

2. Project Management
a. Leads, participates, and executes in IT projects, ensuring successful planning, execution, and completion.

b. Develops comprehensive project plans, including timelines, milestones, and resource allocation. Coordinates with cross-functional teams to ensure project objectives are met on time and within budget.

c. Serves as the primary point of contact for project stakeholders. Ensures clear and consistent communication throughout the project lifecycle.

d. Identifies potential risks and develops mitigation strategies. Monitors project progress and adjusts plans as necessary to address any issues that arise. Ensures that all risks are documented and communicated to relevant stakeholders.

e. Maintains detailed project documentation, including project plans, status reports, and post-project evaluations. Provides regular updates to senior management and other stakeholders on project progress and outcomes.

f. Evaluates completed projects to identify lessons learned and areas for improvement. Implements best practices and process improvements to enhance future project performance.

g. Provides training and support to team members and end-users as needed.

3. Network Engineering and Security Administration

a. Assists in maintaining computer and related equipment, software, development tools and third party-purchased IT equipment inventory.

b. Resets passwords in the event that they are forgotten by the user.

c. Designs, builds, configures, tests, implements, and maintains the information network infrastructure, wired and wireless. Diagnoses and resolves communication and networking problems. This includes the monitoring, tracking, and documentation of this process.

d. Maintains and tracks permanent off site access between OHA’s main headquarters and remote locations such as the neighbor islands.

e. Manages and maintains network resource, which includes switches, firewalls and web filters. This includes the maintenance of logs and other appropriate documents.

f. Plans and coordinates installation and maintenance tasks. This includes the maintenance of logs and other appropriate documents.

g. Installs and maintains communications related software products. Assists in evaluating communication alternatives and solutions for the organization.

h. Identifies and neutralizes network security risks. Assists in removing viruses from the network.

4. Administrative and Operations
a. Provides technical support to end-user computers, either in person or via remote control. Diagnoses and resolves software-related problems.

b. Assists in maintaining computer and related equipment, software, development tools, and third-party-purchased IT equipment inventory.

c. Works with the Accounting Assistant(s) to add, transfer or dispose hardware, software and other IT-related assets. This includes the preparation of appropriate forms and re-confirmation of results per internally or externally generated inventory reports.

d. Procures and reviews all computer-related purchases.

e. Serves as a Purchase Requisition representative for the IS Program.

f. Wipes data contained on portable media that is no longer required, prior to removal from site.

g. Assists the IT Director in developing and reviewing proposals relating to information technology.

h. Assists the IT Director with reports and other appropriate documents, which include but are not limited to:

• Risk management reports
• Incident reports
• Change management forms

i. Represents the agency at information technology meetings, as assigned.

5. Fully supports in action, language, behavior and performance the priorities, decisions, and directives of the Director, Office of Technology Services(“CTO”), the COO and/or the CEO.

6. Regular attendance on a daily basis is required for this position.

• A CompTIA Security+, Microsoft SCI Fundamentals, Cisco CCNA Security, or equivalent Certification may be substituted for (2) years of the Education required.

2. Five (5) years of work experience with demonstrated ability to analyze and design network systems; perform and understand network administration and project management; write clear and comprehensive reports and other documents; read and interpret complex written materials; and solve complex problems logically and systematically.

• Three (3) years of specialized experience in computer systems analysis which involved the analysis and design of systems of electronic processing of data; stored computer programming experience which included participation in systems analysis; or project management experience which involved systems design and project implementation of LAN system, which included responsibility for LAN systems installation, operation, maintenance, problem resolution and troubleshooting support in a PC and Mac environment, and analyzing situations and other pertinent information required to solve problems and/or to determine and recommend appropriate courses of action. Such experience must have demonstrated the ability to elicit information orally and in writing, apply problem- solving methods and techniques, identify alternatives, use judgment in determining appropriate alternatives, and prepare clear and concise written reports and recommendations for action. Such experience must also have involved an attention to detail, strict adherence to procedures, prudent judgment in the face of unforeseen problems, and the timely execution of tasks when deadlines are present.
• A CompTIA Network+, Microsoft 365 Fundamentals, Cisco CCNA, or equivalent certification may be substituted for (1) year of the General Experience required.
